The lawsuit claims that Barros did not disclose his participation in the bidding process to the State Ethics Commission after becoming head of the MCCA in January 2026. The proposal was not updated to reflect Barros’ new role. The Massachusetts law bars state employees from having a direct or indirect financial interest in state contracts, unless they qualify for an exemption.

Gov. Maura Healey defended the bidding process, saying it was competitive and the chosen project cost taxpayers the least. The Massachusetts Fiscal Alliance called on Healey to pause the deal and release relevant records.
